Great news! TempRE Release 8.2 is scheduled for release this week and brings with it the following new feature:
VAT Update for Standard Placement
Standard Placement candidates will now be identified as VAT Exempt or VAT Applicable, with that status driving how VAT is calculated and displayed from submission through timesheets, pro formas and reporting
What is changing…
VAT calculation rule VAT Exempt SP: VAT is calculated on commission only. | VAT Applicable SP: VAT is calculated on pay plus commission. |
The update introduces a VAT status for Standard Placement (SP) candidate submissions and carries that status consistently through operational and finance workflows. Suppliers are guided to select the correct status, users can see the status at key decision points, and calculations use the appropriate VAT basis throughout the booking lifecycle.
- A mandatory VAT Exempt / VAT Applicable selection is introduced for Standard Placement submissions.
- The selected VAT status is retained for the same candidate on the same vacancy to prevent mixed VAT treatment.
- Trust and supplier rate views, timesheets and totals reflect the correct VAT basis.
- Offer, confirm and extension workflows make the VAT status visible and guard against missing or conflicting status.
- SP pro formas are separated by VAT treatment, and pay and commission are shown separately on ADE and SP pro formas.
VAT Status at Candidate Submission
Supplier Vacancy Admins submitting a candidate as Standard Placement (For Consultants/Medical&Dental) will now be required to identify whether the submission is VAT Exempt or VAT Applicable. The selection is available alongside the SP submission details and is required before the submission can proceed.
Note: For Agenda for Change vacancies, the VAT status defaults to VAT Applicable and cannot be edited.
The VAT column will be calculated based on the selection.
Trusts View of Standard Placement Candidates
Trust Vacancy Admins and Publishers will be able to view the Candidates VAT status within the Offer dialog.
The Trust’s view of the rates table will also include an icon beside the VAT column. Hovering over the icon will provide more information about the candidate’s VAT treatment.
VAT Status Locked Down on Extensions
When extending candidates into Vacancies, the extension will inherit the VAT status already confirmed for the candidate on the vacancy, and the status will be visible to Vacancy Admins/Publishers during the extension flow.
Pro Forma Invoices
VAT Exempt and VAT Applicable items are separated into different pro formas for each Trust and agency combination.
- VAT Exempt SP pro formas calculate VAT on commission only.
- VAT Applicable SP pro formas calculate VAT on pay plus commission.
- ADE invoices remain separate.
- ADE and SP pro formas now display pay and commission as separate rate components, making the VAT basis clearer.
Existing Medical and Consultant Submissions
For any existing shifts that are at pre-authorisation stage at the time of Go Live, where GMC-registered candidates are submitted onto a Medical and Dental or Consultant shift, the pay will be flagged in TempRE as VAT exempt. This will only be applied to timesheets not included in the last proforma run (on the 26th July).
